The good news is that LAND's 4500 MkIII opacity monitor is designed to deliver years of reliable service. Like any piece of equipment, however, there may be occasions when a fault occurs or a component needs replacing. When that happens, the question quickly becomes: what is your plan for maintaining compliance while the issue is resolved?

For facilities that cannot operate without a functioning opacity monitor, having a contingency plan in place can save a great deal of stress, cost and disruption.


A practical approach to downtime

One option that is often overlooked is the use of a temporary spare instrument.

This approach is recognised within US EPA Procedure 3, Quality Assurance Requirements for Continuous Opacity Monitoring Systems at Stationary Sources. Under paragraph 10.6, operators are permitted to substitute a faulty opacity monitor with an alternative instrument for up to 45 days while the original unit is repaired or replaced.

For organisations operating multiple stacks at a single site, or those with several facilities located close together, keeping a temporary spare available can be a particularly practical and cost-effective solution.


What qualifies as a temporary spare?

The most important requirement is that the replacement instrument must have a Manufacturer's Certificate of Conformity confirming that it has been tested in accordance with ASTM D6216, Standard Practice for Opacity Monitor Manufacturers to Certify Conformance with Design and Performance Specifications.

To achieve this certification, the instrument is configured and tested for a specific stack. If it is later used as a temporary replacement on the same stack, or on another with dimensions that are within ±2%, no physical modifications are required.

If the stack dimensions differ by more than 2%, the instrument must first be configured and calibrated to suit those dimensions, following the procedures described in the operating manual.


Verifying performance before operation

Before the temporary spare can be put into service, a shortened version of the performance testing required for a permanent installation must be completed.

This includes verification of:

  • System linearity
  • Response time
  • Averaging function
  • Calibration drift

One key difference from a full start-up test is the calibration drift assessment. Instead of the standard procedure, seven calibration checks are carried out at three-hour intervals, allowing the complete verification process to be finished within 24 hours.

Once testing has been completed and the results recorded in the site's maintenance log, the temporary spare can be used for up to 45 days.


Planning ahead for faster recovery

That 45-day period should provide sufficient time to repair the original instrument or install a new permanent replacement.

Is your Site Prepared for Opacity Monitor Downtime?It is important to note that one temporary spare cannot simply be swapped for another. At the end of the temporary period, the monitor must be replaced by either the original repaired instrument or a new permanent unit.

The good news is that maintaining a spare does not necessarily mean keeping an entire monitoring system in storage.

The components most likely to require replacement are typically the transceiver and retroreflector. These are mounted directly on the stack and contain the optical and optoelectronic elements that experience the harshest operating conditions. Because of this, many operators find that keeping a basic 4500 MkIII available as a spare provides an effective level of protection against unexpected downtime.

An opacity monitor failure does not need to result in operational uncertainty.

With a suitable temporary spare strategy in place, operators can maintain compliance, minimise disruption and gain valuable time to repair or replace equipment properly.
